Leveraging GRP for Strengthening Vietnam’s Regulatory Reform

Good Regulatory Practice (GRP) is a globally recognized framework for ensuring that policies are transparent, evidence-based, and efficient. It helps governments streamline regulations, reduce administrative burdens, and foster sustainable economic growth. Regulatory reform is central to Vietnam’s economic development strategy, including initiatives such as e-government, one-stop services, and ongoing restructuring of central and local administrations. As Vietnam’s largest economic hub, Ho Chi Minh City is well-positioned to lead in GRP adoption, enhancing regulatory efficiency and public service delivery while contributing to national reforms.

From 24–28 February 2025, a face-to-face Technical Expert Services (TES) project on Capacity Building on Good Regulatory Practice was conducted in Ho Chi Minh City by the Commission for Standards, Metrology and Quality (STAMEQ) and APO Secretariat. Thirty-nine participants from various departments and district-level People’s Committees of the city attended the training, where they were guided by two resource persons from Malaysia and the UK. The sessions covered GRP principles, Regulatory Impact Analysis (RIA), AI-driven trends, and best practices from the UK, Singapore, and Malaysia.

The training equipped participants with the GRP tools and knowledge needed to conduct RIA exercises and prepare Regulatory Impact Statements for selected Vietnamese laws and regulations while also proposing policy options in response to local issues. This initiative is expected to enhance Vietnam’s regulatory framework and governance while supporting ongoing administrative restructuring efforts. More importantly, it will foster a culture of continuous improvement, stimulating innovation aimed at sustainable development.
